AUTHORIZATIONS, PERMITS AND LICENSES. 16.1 The Licensor shall be responsible for planning, monitoring, managing and assignment of the use of the Essential Communication Resources and facilities in Uganda. 16.2 This shall be in accordance with the requirements of the respective international Regulations and standards from the International Telecommunication Union, agreements with other relevant international entities, the Act, Regulations, Standards, Guidelines, Policies and Directives. 16.3 The Licensee shall have the right to apply to the Licensor for any Essential Communication Resources with justification in accordance with its requirements under this License. 16.4 The Licensor shall, in the consideration of an application for the assignment of Essential Communication Resources, take into account but not limited to the resources already assigned to the Licensee, availability of the resources, conditions for assignment of the respective resource, consideration of the Licensee’s expansion (including but not limited to coverage obligations) or service development plans and the public interest. 16.5 The Licensee shall comply with the Act, Regulations, standards, guidelines, directives issued by the Licensor in managing the respective resource, the respective resource plans prepared by the Licensor, and the conditions specified in the assignment of the respective resource. 16.6 The Licensor reserves the right to re-farm and/or withdraw resources from the Licensee for non-utilization or inefficient use of resources in accordance with the provisions of the Act.
