Availability of Internal Practices, Books and Records to Government Agencies. Business Associate shall make available to the Covered Entity, or to the Secretary of the U.S. Department of Health and Human Services ("Secretary"), its internal practices, books and records relating to the use and disclosure of PHI, in a time and manner designated by the Covered Entity or the Secretary, for purposes of determining compliance with HIPAA and the HIPAA Regulations.
