Available Operator Force. 136. Prior to each General, Division, Or Division Sign-Up For Service Needs, SFMTA shall determine the scheduled service and establish runs in the most cost effective manner consistent with the transit needs of the City and County of San Francisco. This determination shall not be subject to the grievance procedure. The number of full-time Operators (Available Operator Force), shall be at least one hundred twenty percent (120%) of the number of scheduled runs plus blocks, as determined at each General Sign-up, Division Sign-Up, or Division Sign-Up For Service Needs. If the Available Operator Force falls below one hundred twenty percent (120%) of the number of scheduled runs plus blocks for more than thirty days after the first day of a Sign Up, SFMTA shall initiate the process of training and hiring sufficient full-time Operators to attain the one hundred twenty percent (120%) Available Operator Force.
