Basis for VDOT E-ZPass Fees. (a) The VDOT E-ZPass Fees are intended to cover the Participant’s share of VDOT’s total annual ETC expenses, and shall be full compensation for VDOT to cover the normal and customary expenses requested to process tolls electronically and service the Participant’s ETC accounts, based on transactions transmitted electronically to the ETC Servicer. The VDOT E- ZPass Fees for each fiscal year will be determined by VDOT and will be deemed correct absent manifest error. The VDOT E-ZPass Fees consist of the following two amounts: the operating costs component and the processing fee component.
