BID EVALUATION AND AWARD. The responsible Bidder whose Bid meets the requirements and evaluation criteria set forth in the Contract Documents, and whose Bid price is the lowest responsive and responsible Bid price or, if the Contract Documents has so stated, the lowest responsive and responsible evaluated Bid price, shall be selected for the Contract. A Bid shall not be evaluated for any requirement or criterion that is not disclosed in the Contract Documents.
