Evaluation and Award. 7.1 The Owners will award contract/s to Vendors who have: 7.1.1 Completed documentation as requested and submitted with bid. 7.1.2 Favorable references in this type of construction field. 7.1.3 Hourly rates and other cost factors which are deemed to be fair and reasonable compared to other bids submitted and base rate for service in the County. 7.2 The Owners intend to award to multiple Vendors for the requested services in most cases in order to ensure a competitive market is in place for each project, and companies are available on an as-needed basis throughout the year.

Evaluation and Award. The award will be made to a responsible offeror whose offer follows the RFQ instructions, meets the eligibility requirements, and is determined via a trade-off analysis to be the best value based on application of the following evaluation criteria. The relative importance of each individual criterion is indicated by the number of points below: • Technical – 30 points: Responsiveness to the technical specifications and requirements. • Delivery – 10 points: The speed of delivery. • After-Sales Service – 20 points: The ability for the offeror to provide after-sales services, including warranty and routine maintenance, particularly in the areas outside of the capital city. Service center(s) will be evaluated on ability to be equipped with tools, staffed with technical personnel, and stocked with spare parts for after-sales service. • Price – 40 points: The overall cost presented in the offer. Please note that if there are significant deficiencies regarding responsiveness to the requirements of this RFQ, an offer may be deemed “non-responsive” and thereby disqualified from consideration. Chemonics reserves the right to waive immaterial deficiencies at its discretion. Best-offer quotations are requested. It is anticipated that award will be made solely on the basis of these original quotations. This RFQ will use the tradeoff process to determine best value as set forth in FAR 15.101-1. That means that each offer will be evaluated and scored against the evaluation criteria and evaluation sub-criteria, which are stated in the table below. Chemonics will award a subcontract to the offeror whose proposal represents the best value to Chemonics and the Strategic Communications Support Activity project. Chemonics will evaluate whether the offeror has experience in providing high-quality events organization services.  Corporate Capabilities – 30 points: Chemonics will evaluate the capabilities and expertise of the offeror to provide the services.  Past Performance – 20 points: Offerors must include 3 (three) past performance references of similar work (under contracts or subcontracts) previously implemented as well as contact information for the companies for which such work was completed. Contact information must include at a minimum: name of point of contact who can speak to the offeror’s performance, name and address of the company for which the work was performed, and email and phone number of the point of contact. Chemonics will assess the past performance of the Offerors by contacting three references who may indicate the Offeror's past performance for projects of similar size and scope. Please note that if there are significant deficiencies regarding responsiveness to the requirements of this RFQ, an offer may be deemed “non-responsive” and thereby disqualified from consideration. Evaluation and Award. 10.01 This contract shall be awarded, if at all, to the responsible bidder whose bid meets the requirements and evaluation criteria set forth in the Invitation for Bids, and whose bid price is either the lowest responsive and responsible bid price or, if the Invitation for Bids so states, the lowest responsive and responsible evaluated bid price. A bid may not be evaluated for any requirement or criterion that is not disclosed in the Invitation for Bid. 10.02 In accordance with Section 3-02 (o)(2) of the Procurement Policy Board Rules, negotiations with the lowest bidder who is also responsive and responsible, shall be allowed to take place in those circumstances in which such negotiations result in terms which are more favorable to the City. 10.03 Nothing in this Section shall be deemed to permit a contract award to a bidder submitting a higher quality item than that designated in the Invitation for Bids if that bid is not also the most favorable bid. 10.04 When two or more low responsive bids from responsible bidders are identical in price, meeting all the requirements and criteria set forth in the Invitation for Bids, the Agency Chief Contracting Officer will break the tie in the following manner and order of priority: e. Award to a certified New York City small minority or woman owned business entity bidder; then f. Award to a New York City bidder; then g. Award to a certified New York State small, minority or woman owned business bidder; then h. Award to a New York State bidder. i. Should two or more bidders remain equally eligible after application of this section, award shall be made by drawing by lot limited to those bidders. The bidders involved shall be invited to attend the drawing. A witness shall be present to verify the drawing and shall certify the results on the bid tabulation sheet.
