Bilingual Authorization. A stipend shall be paid to those faculty members who hold a bilingual authorization, a Certificate of Competence (BCC), or a Bilingual, Cross Cultural, Language and Academic Development (BCLAD) certificate or who pass the district bilingual competency test.
