Commencement of the Work. Design Build Entity is not authorized to commence any Phase of Work until the Judicial Council delivers a Notice to Proceed to the Design Build Entity. The date of commencement of each Phase of Work shall be set forth in the Notice to Proceed for that Phase. The date of commencement of the Work, or any Phase, shall not be postponed by the failure of Design Build Entity, Design Professionals, Subcontractors, or of persons or firms for whom Design Build Entity is responsible, to act.
