Maps that provide information about these issues should be sensitive to the stakeholder’s geographic area. For that area, make sure the data is adequately displayed. This may solve more problems than any cartographic solution. Imperial County, for example, may have an issue with the non-English speaking population. If this is displayed as a density, i.e., non-English speaking population per square mile, Imperial County concentrations will not show up. This is because of their low overall population density compared to the rest of the region. The data may better be displayed as the percentage of the total population who are non-English speaking. Then, even in parts of the region that have little population, high percentage areas will be apparent on the map.
