Competition Threshold. G.12.1 In accordance with Section 8(a) of the Small Business Act and FAR subpart 19.8, Orders may be awarded on a sole source basis to any 8(a) STARS III contractor up to the 8(a) competition threshold based on the contractor’s self-marketing efforts or past performance, subject to the requirements at G.13. The OCO must make a determination of price reasonableness and have the authority to make award decisions for each order.
