COMPLETION OF MEETING AND NEGOTIATIONS. The Union and the District knowingly and voluntarily, expressly waive and relinquish the right to meet and negotiate during the life of this Agreement over any matter within the scope of representation except as provided in Articles 22.2 and 22.
