Compliance with the Budget Neutrality Limit. The state must provide financial data (as set forth in the current STCs) demonstrating the state’s detailed and aggregate historical and projected budget neutrality status for the requested period of the extension as well as cumulatively over the lifetime of the demonstration. In doing so, CMS will take into account the best estimate of current trend rates at the time of the extension. In addition, the state must provide up to date responses to the CMS Financial Management standard questions. If Title XXI funding is used in the demonstration, a CHIP Allotment Neutrality worksheet must be included.
