The controlled biological decomposition of Organic Waste into a 209 specific mixture of decayed organic matter meeting the definition of “compost” in Public 210 Resources Code Section 40116. 211 1.23 Construction and Demolition (C&D) Debris. Commonly used or discarded 212 materials removed from construction, remodeling, repair, demolition, or renovation 213 operations on any pavement, house, commercial building, or other structure, or from 214 landscaping. Such materials include, but are not limited to, dirt, sand, rock, gravel, bricks, 215 plaster, gypsum wallboard, aluminum, glass, asphalt material, plastic pipe, roofing material, 216 carpeting, concrete, wood, masonry, rocks, trees, remnants of new materials, including 217 paper, plastic, carpet scraps, wood scraps, scrap metal, building materials, packaging and 218 rubble resulting from construction, remodeling, renovation, repair and demolition operations 219 on pavements, houses, commercial buildings and other structures. With the exception of 220 soil, dirt, concrete and asphalt, Construction and Demolition Debris does not include Exempt 221 Waste 222 1.24 Consumer Price Index (CPI).
