Comprehensive Plans with a Unit of Government. (1) A comprehensive plan is developed for an area under the jurisdiction of a unit of government that may include, but is not limited to, policies, goals, and interrelated plans for private and public land use, transportation systems, community facilities, and capital improvements. The plan represents the decisions of local people as expressed through units of government. This type of plan also may be called a general plan, master plan, community plan, or a regional development plan.
