Conditions Applicable to Leaves. Employees must submit any request for a leave in writing. Except as required by law, a request for a leave must meet the following conditions: The employee must have successfully completed twelve (12) months of service; The employee must have a bona fide intention of returning to work following the leave; The leave must not interfere with operational needs; and‌ Except for leaves approved to permit an employee to complete an educational program or service in the Peace Corps, leaves may not exceed twelve (12) months.
