Conflicts between this Agreement and the TIF Agreement. Where there is a conflict between this Agreement and the TIF Agreement, then this Agreement shall prevail where an exception to the TIF Agreement is specifically made within the provisions of this Agreement; otherwise, the conflict will be resolved by compliance with the more stringent requirement.
