Content Requirement. The Government will assess the offeror’s ability to successfully conduct foreign-language training in response to DoD requirements. All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide rationale and supporting services to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their capabilities, past performance, and facilities. The government will base its evaluation on the information presented in the offeror's proposal – the proposal must stand on its own. Statements that the offeror understands; statements that it can, or will comply with the Performance Work Statement (PWS) (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Elaborate brochures or documentation, detailed artwork, or other embellishments are not necessary nor desired. Page Limit does not include training materials list, instructor resumes, instructor-training materials, or required syllabi and lesson plans. Page Limit does not include covers for volumes, tables of contents, glossary of abbreviations and acronyms, indices, title pages, cross reference indices, and section dividers/tables if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. Content Requirement. 2.1 The DIY Teacher hereby undertakes that the Content shall :- (a) be owned by it or the DIY Teacher has obtained all the permits, licences and otherwise as may be necessary for the Contents to be published or posted on the Affiliate’s Page; (b) not in breach of any applicable law, rule, regulation, court order or other rulings or orders of a governmental body; (c) not contain any obscene or defamatory statements to any person and would not constitute misappropriation or violation of any person’s right of publicity, an invasion of privacy or any similar right or other tortuous act; (d) not constitute an infringement of any third party’s Intellectual Property Rights; (e) not in breach of any agreement and/or obligations of confidentiality or otherwise signed or owed to any third party; (f) not be harmful or detrimental to Brother, its subsidiaries or associated companies or their reputation; (g) not expose Brother, its subsidiaries or associated companies to the risk of any claims, proceedings or prosecution by any governmental or regulatory bodies; or (h) not promote a competitor of Brother, its subsidiaries or associated companies or the products and/or services of such competitor. 2.2 If the DIY Teacher fails to ensure the Content complies with clause 2.1 above, Brother will terminate this Agreement immediately and to claim against the Affiliate for any loss and/or damage suffered as a result.

Failure to follow the below Contract Proposal preparation instructions may cause the proposal to be deemed unacceptable by the Government. Volume I shall be organized as follows and contain the identified information: TAB A, Exceptions/Assumptions (if required) - Identification and explanation of any exceptions or deviations. Additionally, any assumptions used in the proposal preparation must be identified. TAB B, SF 33 - The SF 33 shall be fully completed upon submission. The offeror is cautioned that the SF 33 must contain an accurate and validated electronic signature in block 17 of the form. The contractor shall acknowledge any amendments to the RFP in accordance with the instructions on the SF 33 with Section L, FAR 52.215-1 (b), Instruction to Offerors—Competitive Acquisition. The offeror shall provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the Government. TAB C, Section B (Services and Prices/Costs) - Section B shall be submitted fully completed and error free. It shall contain the offeror’s prices for the established Contract Line Items (CLINS) for the MATOC. In addition, Offerors shall submit the fully completed JMC Task Order Section B found in Section J of the solicitation.
