Contractor Selection and Project Assignment a. The State intends to enter into more than one contract for similar services in order to ensure availability of services and/or options for alternative providers in the event of unacceptable performance.
b. The purpose of this contract is to have contractors available to provide services as identified by the State on an as needed basis.
c. The State shall select a Contractor for specific work based on the best interest of the State as determined by skill alignment, proximity, capacity to perform, availability, price and past performance.
d. The Contractor’s performance shall be monitored and the ability of the Contractor to complete work satisfactorily and meet agreed upon deadlines and budget shall be used to determine assigning future work.
e. The State may request proposals from multiple Contractors who provide similar services to select from a range of proposals. Criteria for project assignment shall be as stated above with additional detail provided in the SOW-RFQ. At the request of the State the Contractor shall:
i. When mutually agreed necessary, inspect the project location.
ii. Submit an estimate, in writing, in a “not to exceed” format. The estimate shall include all costs necessary to complete the work and shall be signed and dated. The estimate shall be based on the rate schedule in Attachment B.
f. Specific performance goals for requested work shall be established in the SOW-RFQ, committing the Contractor to the following:
i. Specific scope of work.
ii. Specific outcome, or product required.
iii. Timeline to execute the work.
iv. Contractor’s fees with a maximum amount. Fees are based on pricing provided in the Contractor estimate provided the SOW-RFQ.
