Contractual Requirements. A3.1 The objective of this procurement is to award contract(s) which will provide nationally managed forensic services that will support investigations in all operational areas of Enforcement and Compliance. In addition to the 4 Lots described below, each lot will require the provision of scene attendance, court attendance and witness statements. A3.1 The Client requires managed forensic science services that will support investigations in all operational areas. Although contributing greatly to the activities of the Client, forensic science is not a core activity of the Department and therefore elements not covered in-house are contracted out. A3.2 In order for the Contractor to undertake some of the work detailed in this specification there is a requirement, on occasion, to travel to various locations throughout the UK. UK Travel & Subsistence costs will be paid at actual cost and on providing valid receipts. Approval from Client must be sought prior to any hotel or travel bookings are made. Any Travel and Subsistence must be the most economical and proof of use of this method may be requested by the Client for audit and value for money purpose. A3.3 The Client will look to make arrangements for the transportation of evidence and samples, however, bids are requested to be made with and without secure transportation arrangements provided by the contractor. A3.4 The Client will provide tamper evident bags and seals to successful contractors to be used when returning any HMRC evidence/exhibits. A3.5 The client requires that any forensic analysis is conducted in line with the Forensic Science Regulator’s Codes of Practice and Conduct for forensic science providers and practitioners in the Criminal Justice System. A3.6 Lots 1 – 4 aim to procure service contracts which will run for an initial duration of 2 years with the option to extend for up to a further 2 years. There will be no guaranteed volumes of work by the Client throughout the contract period. A3.7 For clarity, the main elements of the Clients requirement is summarised below.
