Coordination and facilitation of cooperative activities. 1. The coordination and facilitation of cooperative activities under this Agreement shall be accomplished on behalf of India, by the Department of Atomic Energy and, on behalf of the Community, by the service of the European Commission responsible of the management of the research actions under the Euratom Framework Programmes, acting as executive agents. 2. The executive agents shall establish a Steering R&D Cooperation Committee, hereinafter referred to as the “Steering Committee” for the management of this Agreement; this Committee shall consist of an equal number of official representatives of each Party; it shall establish its own rules of procedure. 3. The functions of the Steering Committee shall include: (a) promoting and overseeing the different R&D cooperative activities referred to in Article 5; (b) recommending joint R&D projects, to be sponsored on a cost-sharing basis by the Parties, received in response to an approved Joint Call for Proposal text issued simultaneously by the executive agents. The joint projects, which have been submitted by the scientists of one side for participation in the programmes of the other side, will be selected by each Party in accordance with the respective selection process of each Party with possible participation of the experts from both sides; (c) indicating, for the following year, pursuant to Article 5.2 (a), among the potential sectors for R&D cooperation, those priority sectors or sub-sectors of mutual interest in which cooperation is sought; (d) proposing, pursuant to Article 5.2 (c), to the scientists of both Parties the pooling of their projects which would be of mutual benefit and complementary; (e) verifying that article 5.2 (e), (f) and (g) are implemented in full consistency with the provisions of this Agreement; (f) making recommendations pursuant to Article 5.2; (g) advising the Parties on ways to enhance and improve cooperation consistent with the principles set out in this Agreement; (h) reviewing the efficient functioning and implementation of this Agreement; (i) providing annually a report to the Parties on the status, the level reached and the effectiveness of cooperation under this Agreement. 4. The Steering Committee shall, as a general rule, meet annually, according to a jointly agreed schedule; the meetings should be held alternatively in the Community and in India. Extraordinary meetings may be organised at the request of either Party. 5. Decisions of the Steering Committee shall be reached by consensus. Minutes, comprising of a record of decisions and principal points discussed, shall be taken at each meeting. These minutes shall be agreed upon by the designated Co-Chairpersons of the Steering Committee. 6. The costs other than those for travel and accommodation which are directly associated with meetings of the Steering Committee shall be borne by the host Party. Other costs incurred by the Steering Committee or in its name shall be borne by the Party to which members are affiliated.

(a) The coordination and facilitation of cooperative activities under this Agreement shall be accomplished on behalf of IndiaChile, by the Department National Scientific and Technological Research Commission (CONICYT), decentralised body of Atomic Energy the Ministry of Education, with its own juridical personality, or other organisms which Chile could notify at any moment with previous written notice and, on behalf of the Community, by the service services of the Commission of the European Commission responsible Communities, in charge of the management of the research actions under the Euratom Framework ProgrammesCommunity RTD policies and activities, acting as executive executives agents. 2. (b) The executive agents shall establish a Steering R&D Cooperation CommitteeCommittee on S&T Cooperation, hereinafter referred to as the “‘Steering Committee” ’ for the management of this Agreement; this Committee shall consist of an equal a similar number of official representatives of each PartyParty and shall have co-chairpersons from Parties; it shall establish its own rules of procedure. 3. (c) The functions of the Steering Committee shall include: (a) 1. promoting and overseeing the different R&D cooperative activities referred to as mentioned in Article 5Articles 2 and 4 of this Agree- ment, as well as those that will be implemented in the framework of RTD for development; (b) recommending joint R&D projects, to be sponsored on a cost-sharing basis by the Parties, received in response to an approved Joint Call for Proposal text issued simultaneously by the executive agents2. The joint projects, which have been submitted by the scientists of one side for participation in the programmes of the other side, will be selected by each Party in accordance with the respective selection process of each Party with possible participation of the experts from both sides; (c) indicating, for the following year, pursuant to Article 5.2 (a)5, points 1 and 2, among the potential sectors for R&D RTD cooperation, those priority sectors or sub-sectors of mutual interest in which cooperation is sought; (d) 3. proposing, pursuant to Article 5.2 (c)5, point 2, to the scientists scien- tists of both Parties the pooling of their projects which would be of mutual benefit and complementary; (e) verifying that article 5.2 (e), (f) and (g) are implemented in full consistency with the provisions of this Agreement; (f) 4. making recommendations pursuant to Article 5.25, point 10; (g) 5. advising the Parties on ways to enhance and improve cooperation consistent with the principles set out in this Agreement; (h) 6. reviewing the efficient functioning and implementation of this AgreementAgreement including evaluation of ongoing cooperative projects involving Chile as a developing country under Community's activities in the field of research for development; (i) 7. providing annually a an annual report to the Parties on the status, the level reached and the effectiveness of cooperation undertaken under this Agreement. This report will be transmitted to the Joint Commission established within the Framework Cooperation Agreement of June 1996. 4. (d) The Steering Committee shall, as a general rule, meet annually, preferably before the meeting of the Joint Committee established within the Framework Cooperation Agreement of 1996, according to a jointly agreed schedule; the , and will refer to it. The meetings should shall be held alternatively in the Community and in IndiaChile. Extraordinary meetings may be organised at the request of either Party. 5. (e) Decisions of the Steering Committee shall be reached by consensus. Minutes, comprising of a record of decisions and principal points discussed, shall be taken at each meeting. These minutes shall be agreed upon by the designated Co-Chairpersons co- chairpersons of the Steering Committee. 6. The costs other than those for travel and accommodation which are directly associated with meetings (f) Each Party will support the cost of its participation to the Steering Committee shall meetings. For those meetings, the expenses, travel and accommodation, of the participants, will be borne by the Parties to whom they relate. Any other cost associated with the meetings will be borne by the host Party. Other costs incurred by the Steering Committee or in its name shall be borne by the Party to which members are affiliated.

The joint projects, which have been submitted by the scientists of one side for participation in the programmes of the other side, projects will be selected by each Party in accordance with according to the respective selection process of each Party with possible participation of the experts from both sides; (ciii) indicating, for the following year, pursuant to the first and second indents of Article 5.2 (a)5, among the potential sectors for R&D RTD cooperation, those priority sectors or sub-sectors subsectors of mutual interest in which cooperation is sought; (div) proposing, pursuant to the third indent of Article 5.2 (c)5, to the scientists participants of both Parties the pooling of their projects which would be of mutual benefit and complementary; (e) verifying that article 5.2 (e), (f) and (g) are implemented in full consistency with the provisions of this Agreement; (fv) making recommendations pursuant to the fourth to eighth indents of Article 5.25; (gvi) advising the Parties on ways to enhance and improve cooperation consistent with the principles set out in this Agreement; (hvii) reviewing the efficient functioning and implementation of this Agreement, including the activities there under; (iviii) annually providing annually a report to the Parties on the status, the level reached and the effectiveness of cooperation coop­ eration undertaken under this Agreement. This report will be transmitted to the Joint Commission estab­ lished in the framework of the Cooperation Agreement between the European Community and India on Partnership and Development. 4. (d) The Steering Committee shall, as a general rule, meet annually, preferably before the meeting of the Joint Commission established in the framework of the Coop­ eration Agreement between the European Community and India on Partnership and Development, and according to a jointly agreed schedule; the meetings should be held alternatively alter­ nately in the Community and in India. Extraordinary meetings may be organised at the request of either Party. 5. (e) Decisions of the Steering Committee shall be reached by consensus. Minutes, comprising of a record of decisions and principal points discussed, shall be taken at each meeting. These minutes shall be agreed upon by the designated Co-Chairpersons of the Steering Committee. 6. The costs other than those for travel and accommodation which are directly associated with meetings of (f) For the Steering Committee Meeting, the travel and accom­ modation expenses of the participants shall be borne by the Parties to whom they relate. Any other cost associated with the Steering Committee Meeting shall be borne by the host Party. Other costs incurred by the Steering Committee or in its name shall be borne by the Party to which members are affiliated.

(c) The functions of the Steering Committee shall include: (a) 1. promoting and overseeing the different R&D cooperative activities referred to as mentioned in Article 54 of this Agreement as well as those that would be implemented in the framework of RTD cooperation for development; (b) recommending joint R&D projects, to be sponsored on a cost-sharing basis by the Parties, received in response to an approved Joint Call for Proposal text issued simultaneously by the executive agents2. The joint projects, which have been submitted by the scientists of one side for participation in the programmes of the other side, will be selected by each Party in accordance with the respective selection process of each Party with possible participation of the experts from both sides; (c) indicating, for the following yearidentifying, pursuant to Article 5.2 (a5(b), first indent, among the potential sectors for R&D RTD cooperation, those priority sectors or sub-sectors subsectors of mutual interest in which a cooperation is sought; (d) 3. proposing, pursuant to Article 5.2 (c5(b), second indent, to the scientists of both Parties the pooling of their projects which would be of mutual benefit and complementary; (e) verifying that article 5.2 (e), (f) and (g) are implemented in full consistency with the provisions of this Agreement; (f) 4. making recommendations pursuant to Article 5.25(b), seventh indent; (g) 5. advising the Parties on ways to enhance and improve cooperation consistent with the principles set out in this Agreement; (h) 6. reviewing the efficient functioning and implementation implementa- tion of this Agreement; (i) 7. annually providing annually a report to the Parties on the status, the level reached and the effectiveness of cooperation undertaken under this Agreement. This report will be transmitted to the Joint Committee established under the Framework Agreement for trade and economic cooperation between the European Economic Community and the Argentine Republic of 2 April 1990. 4. (d) The Steering Committee shall, as a general rule, meet annually, preferably before the meeting of the Joint Committee established under the Framework Agreement for trade and economic cooperation between the Euro- pean Economic Community and the Argentine Republic of 2 April 1990, and according to a jointly agreed scheduleschedule and shall report to it; the meetings should be held alternatively in the Community and in IndiaArgentina. Extraordinary meetings may be organised at the request of either Party. 5. Decisions (e) Each Party shall bear the costs of its participation in the Steering Committee shall be reached by consensus. Minutes, comprising of a record of decisions and principal points discussed, shall be taken at each meeting. These minutes shall be agreed upon by the designated Co-Chairpersons meetings of the Steering Committee. 6. The costs other than those for travel and accommodation which are directly associated with meetings of the Steering Committee shall be borne by the host Party. Other costs incurred by the Steering Committee or in its name shall be borne by the Party to which members are affiliated.

The joint projects, which have been submitted by the scientists of one side for participation in the programmes of the other side, will be selected by each Party in accordance with according to the respective selection process of each Party with possible participation of the experts from both sides; (ciii) indicating, for the following year, pursuant to the first and second indents of Article 5.2 (a)5, among the potential sectors for R&D RTD cooperation, those priority sectors or sub-sectors subsectors of mutual interest in which cooperation is sought; (div) proposing, pursuant to the third indent of Article 5.2 (c)5, to the scientists of both Parties the pooling of their projects which would be of mutual benefit and complementary; (e) verifying that article 5.2 (e), (f) and (g) are implemented in full consistency with the provisions of this Agreement; (fv) making recommendations pursuant to the fourth to eighth indents of Article 5.25; (gvi) advising the Parties on ways to enhance and improve cooperation consistent with the principles set out in this Agreement; (hvii) reviewing the efficient functioning and implementation implementa- tion of this Agreement, including evaluation of on- going cooperative projects involving India as a devel- oping country under Community activities in the field of research for development; (iviii) annually providing annually a report to the Parties on the status, the level reached and the effectiveness of cooperation undertaken under this Agreement. This report will be transmitted to the Joint Commission established in the framework of the Cooperation Agreement between the European Community and India on Partnership and Development. 4. (d) The Steering Committee shall, as a general rule, meet annually, preferably before the meeting of the Joint Commission established in the framework of the Coopera- tion Agreement between the European Community and India on Partnership and Development, and according to a jointly agreed schedule; the meetings should be held alternatively alter- natively in the Community and in India. Extraordinary meetings may be organised at the request of either Party. 5. (e) Decisions of the Steering Committee shall be reached by consensus. Minutes, comprising of a record of decisions and principal points discussed, shall be taken at each meeting. These minutes shall be agreed upon by the designated desig- nated Co-Chairpersons of the Steering Committee. 6. The costs other than those for travel and accommodation which are directly associated with meetings of (f) For the Steering Committee Meeting, the travel and accom- modation expenses of the participants shall be borne by the Parties to whom they relate. Any other cost associated with the Steering Committee Meeting shall be borne by the host Party. Other costs incurred by be subject to the Steering Committee or in its name requirements of the Annex.
