Council’s other discretions. (a) At any time and in its absolute discretion, Council may: (i) invite all Respondents to change its Offer to take account of a change in any regard concerning the Offer Documents, including to the Scope and Specification; and (ii) change the Closing Time by issuing all Respondents an Addendum under clause 7(a). (b) After the Closing time may invite all Respondent change their Offer to take into account of a change in the offer specifications. (c) At any time before the Closing Date for Enquiries and in its absolute discretion, Council may:
