County Board Employees. All rights and privileges included in the ZEA Articles of Agreement will apply to those Muskingum Valley Educational Service Center employees who are presently assigned to the Zanesville City Schools. This includes the provision that the Muskingum Valley Educational Service Center pay to the employees the difference in cost between the insurance coverage provided by the Zanesville Board of Education and the coverage provided by the Muskingum Valley Educational Service Center.
