CREDENTIAL, CERTIFICATION OR LICENSE STIPEND. a. MCOE may pay up to a $5,000 annual stipend to any staff member or class of positions who possess any credential, certification or licensure that has proved hard to employ and retain. The determination regarding eligibility and amount shall be done on an annual basis. The determinations will be in the sole judgment of the County Superintendent or designee and are not subject to a grievance under Article X of the Collective Bargaining Agreement. An employee is not eligible for such stipend at the same time as receiving the benefits of Section I (Recruitment Bonus). The staff member shall receive the stipend provided that he/she is providing service in an assignment that requires such a credential, certification, and/or license. The stipend shall be prorated in the case of a part-time assignment and in the case of an employee starting work after the start of the school year. It is the intent of the parties that a determination regarding stipends will be made by May 15 for the following school year. b. A staff member may not receive a stipend in the same year that they are receiving either training pay and/or a recruitment bonus (sign on bonus) for the same reason. c. Such stipend shall not be paid to an employee who is in an intern program. Further, no staff member who is otherwise in training to receive a credential, certification or license subject to a stipend shall receive a stipend until he or she has fully completed the appropriate requirements, has been granted the credential, certification or license by the appropriate agency and is working in a position requiring the license, etc. d. If a teacher or staff member possesses a credential, certification or license established as eligible for a stipend as defined in section 10.4.2a of this article and who is not presently teaching classes or providing services that require such a credential, certification or license, this staff member shall receive a $500 annual stipend only if the staff member signs a letter of agreement agreeing to teach such a class or provide such services at the request of MCOE. If a staff member does not willingly accept and perform an assignment requiring the credential, certification, or license for which the staff member is being paid a stipend, any stipend paid in the present school year shall be deducted from the staff member’s salary and no stipend will be paid in any future school year.
