Criterion Performance Scoring. A. A four-level rating system shall be used. The summative performance ratings shall be as follows: 1. Level 1 – Unsatisfactory; 2. Level 2 – Basic; 3. Level 3 – Proficient; and 4. Level 4 – Distinguished. B. The final criterion score shall be determined by the Overall Rating Range as set forth in the Evaluation Report Form (Appendix B-9).
