Cross subsidisation. Each partner organisation will continue to hold its own liabilities in relation to its share of the pooled budget and the people, goods and services purchased with it. It will not be the intention to pass cost from one organisation to the other, but to seek to utilise identified resources in the most efficient and effective way.
