DBE Financial Institutions. ADOT thoroughly investigates the full extent of services offered by financial institutions owned and controlled by socially and economically disadvantaged individuals in the state of Arizona and makes reasonable efforts to use these institutions. ADOT encourages Developer to use such institutions on USDOT assisted-contracts. However, use of a DBE financial institution will not be counted toward DBE Goals. ADOT encourages Developer to research the Federal Reserve Board website at xxx.xxxxxxxxxxxxxx.xxx to identify minority-owned banks in Arizona derived from the Consolidated Reports of Condition and Income filed quarterly by banks (FFIEC 031 and 041) and from other information on the Board’s National Information Center database.
