Decision and Expenses. The decision of the arbitrator shall be submitted to the Board and the Association within thirty days after the Hearing and, subject to law, shall be final and binding, provided that the arbitrator shall not usurp the proper exercise of the Board's rights and discretion under Law and this Agreement. The fees and expenses of the arbitrator shall be shared equally by the District and the Association.
