DEFINITION OF UNDERTAKING. An undertaking is defined by NHPA as a “project, activity, or program funded in whole or in part under the direct or indirect jurisdiction of a Federal agency, including those carried out by or on behalf of a Federal agency; those carried out with Federal financial assistance; and those requiring a Federal permit, license or approval.”6 With limited exceptions, all work related to real property at the Home is under the direct or indirect jurisdiction of AFRH, a federal agency under the Executive Branch of the federal government, and, that work requires a federal permit, license, or approval from the NCPC, all such work is considered to be an undertaking.7 Please note that work undertaken by an AFRH ground-lease Developer in Development Zones (i.e. outside the AFRH Zone and as defined by the AFRH-W Master Plan) on contributing resources that will be occupied for non-federal purposes may fall under the terms of theMemorandum of Understanding and Statement of Land Use Review Process for the Development of the Armed Forces Retirement Home-Washington Site” (MOU) requiring District of Columbia review and, hence, will not be considered “Undertakings” as defined by Section 106 and 110 of the NHPA. Real property refers to land and improvements to land, buildings, and facilities, including improvements and additions, and utilities and infrastructure systems. It includes changes that affect all resource types as identified by the HPP, including buildings, structures, objects, and sites. Various undertakings occur or are anticipated to occur at the Home that will affect its real property.
