Delegation by the Employer’s Engineer. 18.3.1 The Employer’s Engineer may, by order in writing, delegate any of his duties and responsibilities to suitably qualified and experienced personnel who are accountable to Employer’s Engineer, or may revoke any such delegation, under intimation to the Employer and the Contractor. Provided, however, that the Employer’s Engineer shall be responsible and liable for all actions and omissions of such personnel.
