Democratic Governance. Digging Deeper — a summary of the reports on ‘The Political Institutions: Parties, Elections and Parliaments’, ‘Participation in Democratic Governance’, ‘Legal Sector’ and ‘Good Governance’.
Democratic Governance. The Country Programme will focus on improving democratic governance by strengthening national and local capacity with emphasis on increased community safety and access to justice with due consideration for human rights of vulnerable people, who do not have personal resources economically and socially. A) National capacity strengthened to ensure citizens’ security and human rights. The Country Programme will support capacity development of key national human rights institutions, and support the establishment of a national oversight mechanism. The mechanism will contribute to facilitation of gender equality and monitoring of Jamaica’s CEDAW implementation. B) National and local government capacity developed towards ensuring equitable services with emphasis on citizen security and community safety. Technical assistance will be provided towards supporting citizens’ participation in local development planning and implementation, with a particular emphasis on gender, as well as taking advantage of any possible synergies with national initiatives such as public sector transformation reform and local governance reform. The Country Programme will support the national initiatives in mainstreaming migration into development policies. Support will include improved development and implementation of policies on prevention and protection against trafficking in persons (TIP). The Country Programme will also support a participatory governance assessment by youth to aid policy-making and implementation. C) Effective, responsive, accessible and fair justice systems attained to promote the rule of law, including formal and informal processes, with due consideration to the rights of the poor, women and vulnerable groups, who do not have personal resources such as sufficient incomes or social networks. This will be achieved through capacity development of justice sector entities towards improved justice systems and technical assistance by promoting alternative dispute resolution mechanisms. UNDP will also assist with the establishment and capacity development of the Justice Reform Implementation Unit (JRIU) of the Ministry of Justice to ensure sustainability of the justice reform initiatives.
Democratic Governance. Taking into account the impact of the April and June 2010 events, constitutional change, and UNDP’s potential for advocacy, the programme will continue supporting the key democratic pillars of the reformed state, to make it more efficient, transparent, accountable and responsive to its people, and to prevent corruption. The programme will support the President’s Office, the Parliament, national and local Governments, and the Ombudsman to make public and municipal service delivery more responsive to the needs of people, especially women and disadvantaged groups. Legislation and policy frameworks will be strengthened to improve the accountability of government, the quality of public and municipal services, and popular participation in national and local development initiatives and decision- making processes. In addition, assistance will be provided to selected rule of law institutions such as Parliament, the Chamber of Accounts, the Ministry of Justice, and Ombudsman Institution to implement reforms of the legal system. The legal and institutional framework for the design, coordination, implementation and monitoring of measures for gender equity will be enhanced.
Democratic Governance. The capacity to develop and implement sound public policy based on solid governance principles and respect for human rights is developing, both at the national and sub‐national levels in Tajikistan. Progress has been made: an integrated approach was taken for the development of the Public Administration Reform Strategy, the Concept of Enhancement of Public Administration, as well as other concepts approved by the President of the country. At the national level and under the Presidential Administration, a project is being implemented on Public Sector Reform. However, the following areas require additional support: coordination of development initiatives, public finance management, delivery of core public services, and planning and decision‐making.

  • Governance (a) The HSP represents, warrants and covenants that it has established, and will maintain for the period during which this Agreement is in effect, policies and procedures: that set out a code of conduct for, and that identify the ethical responsibilities for all persons at all levels of the HSP’s organization; to ensure the ongoing effective functioning of the HSP; for effective and appropriate decision-making; for effective and prudent risk-management, including the identification and management of potential, actual and perceived conflicts of interest; for the prudent and effective management of the Funding; to monitor and ensure the accurate and timely fulfillment of the HSP’s obligations under this Agreement and compliance with the Enabling Legislation; to enable the preparation, approval and delivery of all Reports; to address complaints about the provision of Services, the management or governance of the HSP; and to deal with such other matters as the HSP considers necessary to ensure that the HSP carries out its obligations under this Agreement. (b) The HSP represents and warrants that: it has, or will have within 60 Days of the execution of this Agreement, a Performance Agreement with its CEO that ties a reasonable portion of the CEO’s compensation plan to the CEO’s performance; it will take all reasonable care to ensure that its CEO complies with the Performance Agreement; it will enforce the HSP’s rights under the Performance Agreement; and a reasonable portion of any compensation award provided to the CEO during the term of this Agreement will be pursuant to an evaluation of the CEO’s performance under the Performance Agreement and the CEO’s achievement of performance goals and performance improvement targets and in compliance with Applicable Law. “compensation award”, for the purposes of Section 9.3(b)(4) above, means all forms of payment, benefits and perquisites paid or provided, directly or indirectly, to or for the benefit of a CEO who performs duties and functions that entitle him or her to be paid.

  • Governance and Anticorruption The Borrower, the Project Executing Agency, and the implementing agencies shall (a) comply with ADB’s Anticorruption Policy (1998, as amended to date) and acknowledge that ADB reserves the right to investigate directly, or through its agents, any alleged corrupt, fraudulent, collusive or coercive practice relating to the Project; and

  • Ethics No officer, agent or employee of the Board is or shall be employed by Provider or has or shall have a financial interest, directly or indirectly, in this Agreement or the compensation to be paid hereunder except as may be permitted in writing by the Board’s Code of Ethics, adopted May 25, 2011 (11-0525-PO2), as amended from time to time, which policy is hereby incorporated by reference into and made part of this Agreement as if fully set forth herein.
