The central objectives of development cooperation are achievement of the Millennium Development Goals (and any subsequent development benchmarks), poverty eradication, sustainable development and integration into the world economy, with particular attention to the most vulnerable elements in society. The Parties recognise that their cooperation is key to addressing Afghanistan’s development challenges and that institution building should be a fundamental part of it.
