Downtown Seattle Zone Pay. A. The Downtown Seattle Zone is defined as the area West of I-5, East of ▇▇▇▇▇▇▇ Bay, South of ▇▇▇▇▇▇ Street and North of ▇▇▇▇▇ ▇▇▇▇▇▇▇▇.
