Duties of School Resource Officers. SROs shall provide the following services pursuant to the terms of this Agreement. A. Protect lives and property for the residents and public-school students of the B. Enforce federal, state, and local criminal laws and ordinances within their jurisdiction, except: 1. SROs shall not enforce school administrative regulations or codes of conduct; 2. Infractions of school rules should be handled at the school level; 3. After consultation, a determination will be made as to whether such matters will be best handled by the school administration or the SRO. D. Investigate criminal activity committed on or adjacent to school property; E. Counsel public school students in special situations, such as students suspected of engaging in criminal misconduct, when requested by the principal or the principal ‘s designee or by the parents of a student; F. Answer questions that students may have about Utah criminal or juvenile G. Assist other law enforcement officers with outside investigations concerning students attending the school(s) to which the SRO is assigned; H. Assist in providing security for special school events or functions at the request of the principal or the principal’s designee; I. Provide traffic control and enforcement at schools when considered necessary for the safety and protection of students and the general public; J. Notify the SRO’s immediate supervisor and the school principal or the principal’s designee when absent from work due to illness, training, vacation, or an agency emergency; K. Notify the SRO’s immediate supervisor and the School Safety Coordinator, if applicable, of any event that could cause media representatives to inquire about a newsworthy incident; L. Submit all incidents and arrest reports to the SROs’ agency according to its departmental policy; M. Maintain communications with Moab City Police Department, school supervisors, school administration, and school safety personnel through assigned radios, pagers, voicemail, and cellular phones. Voicemail and e-mail should be checked each working day for any broadcast messages; N. Assist the administration and faculty in formulating criminal justice programs if implemented in the assigned school; and O. Formulate educational crime prevention programs designed to reduce the opportunity for crimes to occur.

Each SRO may be assigned to investigate offenses occurring off school property, provided such investigations relate to students attending the school to which the officer is assigned. 5. Each SRO shall testify in court, and at school related hearings or proceedings, as needed. 6. Each SRO shall complete monthly activity reports in a timely and accurate manner and submit the reports to both the Police Department and the School administrators should handle issues that are District. 7. Each SRO shall complete any and all reports required by the exclusive concern Police Department in a timely and accurate manner. 8. Each SRO shall enforce traffic and parking laws and regulations on school property and cooperate and assist other public safety officials with traffic control as necessary. 9. Each SRO shall recommend measures to protect school and personal property from damage and theft. 10. Each SRO shall assist school personnel with emergencies and in an emergency may be directed to assist at another building. 11. Each SRO shall assist with the supervision of security at school officials activities and do public meetings as requested by the principal and approved by the principal and Chief of Police. 12. Each SRO shall assist the principal and/or the Central Administration on matters dealing with the enforcement of child custody orders or domestic violence restraining orders. 13. Each SRO shall assist the principal and/or the Central Administration on matters dealing with the proper handling and security of money, personal possessions and valuable property. 14. Each SRO shall become familiar with all community agencies, which offer assistance to youths and their families such as mental health clinics, drug treatment centers, etc. Each SRO shall make referrals to such agencies when necessary thereby acting as a resource to the students, faculty and staff of the school. 15. Each SRO shall make himself/herself available for conferences with administrators, students, parents and faculty members in order to assist them with problems of a law enforcement or crime prevention nature. 16. When requested by the principal, each SRO shall attend parent/faculty meetings to solicit support and understanding of the program. 17. Each SRO shall assist the principal in developing plans and strategies to prevent and/or minimize dangerous situations, which may result from student unrest. 18. Each SRO may act as an instructor for specialized, classes involving a range of topics such as security, crime prevention, drug and alcohol education, the criminal and juvenile justice systems, and related topics. 19. SRO(s) shall not constitute act as a school disciplinarian, as disciplining students is a school responsibility. However, if the principal believes an incident is a violation of the law, the principal may contact an SRO and the SRO shall then determine whether law enforcement action is appropriate. School Resource Officers are not to be used for regularly assigned lunchroom duties, hall monitoring or other monitoring duties. If there is a problem area, an SRO may assist the school until the problem is solved. C. 20. Each SRO shall assist with Megan's Law notifications received by the school, as mandated by the New York State Sexual Offenders Registration Law. 21. Each SRO may give assistance to other police officers in matters regarding his/her school assignment, whenever necessary. The SRO will coordinate may, when requested, participate in or attend school functions, with school administrators to differentiate between school disciplinary issues and criminal issues, and regarding student offenses that constitute a minor violation the approval of the Chief of Police. 22. Each SRO shall adhere to School Board policy, police policy and legal requirements, should it become necessary to conduct formal police interviews with the students. 23. However, officers may conduct searches under circumstances where a search by law enforcement is permitted by law. 26. SROs shall comply with all School District policies, procedures including health and do not involve a real and immediate threat to persons or safety protocols related to the public safety such as public order offenses, including disorderly conduct, disturbance/disruption of schools or public assembly, trespass, loitering, or fighting that does not involve physical injury. After consultation, a determination will be made as to whether such matters will be best handled by the school administration or the SRO. D. The SRO shall adhere to School Board policies and regulations, police policy and legal requirements, should it become necessary to conduct formal police interviews with the students while on School District property, provided that the SRO shall neither inquire with, nor question students about: (a) immigration status; (b) matters predicated upon a student’s perceived race, nationality, color, religion, sexual orientation, gender identity, gender expression, or native language; and/or (c) matters unrelated to the School District such as crimes or suspected criminal activity occurring off school grounds and away from school activities. Notwithstanding this provision, except for the aforementioned limitations that pertain to the SRO, nothing contained herein shall limit the Riverhead Police Department from conducting law enforcement activities involving the School District and/or its students in accordance with applicable law. 21. The SRO shall coordinate all of his/her activities with the, applicable building principal, Director of Security and Safety and staff members concerned and will coordinate with seek permission, advice and guidance prior to enacting any program within the school. 22. The SRO shall serve at all times as a role model to students by demonstrating appropriate attitudes, behavior, courtesy and respect. 23. The SRO shall not be requested to participate in student searches conducted by school administrators officials. School officials may search a student based upon reasonable suspicion. A law enforcement officer must meet a more stringent requirement of probable cause in order to differentiate between school disciplinary issues and criminal issuesjustify a search, and regarding is usually also required to first obtain a search warrant. Requiring the assigned officer to conduct or participate in student offenses that constitute searches would invalidate searches conducted by school officials, based on their lesser standard of reasonable suspicion.
