DWR Operational Availability Incentive Program. The State and the Union agree to meet and explore the feasibility of an Operational Availability Incentive Program in the Department of Water Resources. If a feasible program is agreed upon, the program will be implemented on January 1, 2002 or upon a date determined by the parties.
