Efficient and safe operation of the Network. 3.6.1 Network Rail may restrict the use of or stop up access to the Route and may plain line the Festiniog Railway flat crossing so as to provide rail access only to Third Party Train Operators and to prevent access to the Route (or any part of the Route) by the Train Operator or may carry out such other works to the Route or carry out works to stop up the Connecting Points as Network Rail deems necessary to safeguard the efficient and safe operation of any part of the rest of the Network either on a temporary or permanent basis (“Step-in Rights”) in circumstances where:
