ELIGIBILITY FOR DESIGNATION. If a State (as de- fined in section 101(a) of title 23, United States Code) elects to participate in the interstate oasis program, any facility meeting the standards established by the Secretary [of Transportation] shall be eligible for des- ignation under this section.
