Eligible Material Expenses. Eligible Material Expenses are expenses for materials, equipment, software and supplies purchased or leased by the Recipient or its contractors, subcontractors and professionals (and payable by the Recipient under contract) for the sole purpose of completion of the Project, provided that the expenses are supported by an invoice from the material supplier and Proof of Payment; and the materials, equipment or supplies were procured in accordance with section 4.1 [Fair Market Value].
