Emergency Situations. Unless the Commission deems it necessary to issue an emergency authorization in ac- cordance with its rules, or the Undertaking is otherwise excluded from Section 106 re- view pursuant to the Collocation Agreement or Section III of this Agreement, the proce- dures in this Agreement shall apply.
