EMPLOYEES SERVING AS ELECTION OFFICIALS. Upon receipt of a written request with at least forty-eight (48) hours prior notice and approval of the department head, which approval may not be unreasonably withheld, employees who serve as judges, clerks, or official watchers at elections will be granted time off without pay on days of national, state or municipal elections.
