Endangered Species Act and Fish and Wildlife Coordination Act. Developer shall document how it shall comply with the Endangered Species Act (ESA) and the Fish and Wildlife Coordination Act (FWCA). The documentation shall reflect that TxDOT will conduct all coordination with U.S. Fish and Wildlife Service (USFWS). The documentation at a minimum shall include:
