EQUIVALENT OR IDENTICAL. BIDS In the event two offers are found to be substantially equivalent, the highest discount from MSRP Options shall be the basis for determining the award recipient. If two or more Bidders submit substantially equivalent Bids as to pricing or other factors, the decision of the Commissioner to award a Contract to one or more of such Bidders shall be final.
