Establishment of Other Shifts. Other shifts may be established by mutual agreement between the District and the Union. However, if mutual agreement on shifts cannot be reached within seven (7) working days after the proposed shift was first submitted to the Union, the District may, within ten (10) working days, refer the matter to arbitration.
