Exception to the City's Duty to Collect. Nothing contained in this Article shall require the City to take any action to collect the monthly Fair Share fee payment from any employee in any given pay period, except to the extent that such employee earns sufficient net wages from the City during that pay period to cover the necessary payroll deduction.
