EXPENDITURES FOR THE APPROVED BUDGET. All expenditures within the designations and limitations of the approved general budget shall be made on the authorization of the Board for general budget expenditures without further action. No expenditures in excess of those budgeted shall be made without the approval of a majority of all of the Directors of the Board amending the budget and appropriations.
