Facility to be Free and Clear. Any transfer of the Facility by the Company to the GOB (or its designee) in accordance with the provisions of this Section 14 shall be made free and clear of all Environmental Liabilities and all Liens and encumbrances other than Permitted Liens; provided, that the GOB has paid to the Company all compensation amounts that are payable in accordance with this Section 14.
