Failure to File an Answer. Failure at any step of this procedure to communicate the decision of a grievance within the specified time limits shall mean that the grievant may deem the grievance denied and may therefore appeal it to the next step (except as otherwise provided in this Article). Failure at any step of this procedure to appeal a grievance to the next step shall be deemed acceptance of the decision rendered at that step.
