FINAL INSPECTION AND ACCEPTANCE. 31.1. In consultation with the CM, the Designer shall determine when the Project and the CM's and Contractor's Work are finally completed and, following completion of corrections, shall issue a Certificate of Final Completion to the Owner. The Owner shall make the final determination of whether Final Completion has been achieved. Following the receipt of payment from the Owner, the CM shall make all remaining payments due to Contractors.
