Final Stormwater Data Report. Pursuant to State Water Resources Control Board (SWRCB) Order No. 2012-0011-DWQ (NPDES No. CAS000003), as amended by Orders WQ 2014-0006-EXEC, WQ 2014-0077-DWQ, and WQ 2015-0036, (herein referred to as the Caltrans Permit) all projects within the Caltrans right-of-way must comply with post-construction stormwater treatment and hydromodification requirements as outlined in the Caltrans Permit. ▇▇▇▇ will prepare a Stormwater Data Report (SWDR) to document the decision-making process associated with stormwater best management practice (BMP) implementation and serve as a basis for compliance. The consultant will use the latest “Long-Form” SWDR template and attachments and will follow the guidance of Caltrans’ Project Planning and Design Guide (July 2017). The Draft SWDR will be prepared during 30% design under Task 2.6 and the Final SWDR prepared during 65% design. The SWDR will be submitted to the County for review prior to being submitted to Caltrans. It is assumed that three to four permanent Structural Control Measures (SCMs) will be necessary for stormwater management compliance. The consultant will coordinate with the County of San ▇▇▇▇ Obispo and Caltrans prior to preparation of the Draft SWDR to select permanent SCM types and prepare a conceptual SCM layout for the project. The conceptual layout will be based on drainage patterns, tributary area, stormwater management requirements, and maintenance requirements. ▇▇▇▇ will incorporate SCMs based upon the latest available version of the County of San ▇▇▇▇ Obispo SCM Desk Manual. Should the project require SCMs that differ from those in the SCM Desk Manual or County Public Improvement Standards, ▇▇▇▇ will present the details and maintenance requirements associated with the proposed SCMs to the County at the 30% design under Task 2.6. The project extents include a stream crossing that is tributary to ▇▇▇▇▇▇▇▇▇ Creek. Based on the current project concept, it is anticipated that the Net New Impervious (NNI) area for the project will be less than one acre; therefore, for the purposes of this scope, it is assumed that a Rapid Stream Assessment (RSA) and hydromodification requirements will not apply for the Caltrans right-of-way. This scope assumes two plan check reviews.
