First Consideration in Transfer or Promotion. A. When a vacancy occurs, the District shall fill that position by considering, in the following order: 1. Employees who apply for a transfer; a. The site administrator may make the decision upon the basis of the applicant’s qualifications, experience, education, seniority, and interviews. b. When a request for promotion is denied, the applicant must be notified in writing by the site administrator. c. The applicant may request a meeting with the site administrator to learn of the reasons for the denial and areas of growth. 2. Employees who apply for a promotion; a.
