Flexible Benefit Spending Program. 28.1 The Flexible Benefit Spending Program was established to provide employees with an opportunity to increase their spendable income by paying for all or part of health insurance premiums, selected benefits such as child care, elder care and dependent care with pre-tax dollars shall continue.
